In September 2017, the City of San Leandro adopted a Tenant Relocation Assistance Ordinance (San Leandro Municipal Code Chapter 4.37, the “Ordinance”) to protect tenants “from the adverse health, safety and economic impacts of displacement.” The new law took effect on October 18, 2017.
Tenant relocation ordinance is triggered when a tenant’s rental agreement is terminated due to landlord-caused terminations as identified in the Ordinance. Eligible tenants may receive relocation assistance of up to $7,000 per unit from their landlord following a landlord-caused termination in order to assist with relocation to a new residence. A housing unit must be located in a parcel that contains two (2) or more tenant-occupied housing units for the tenant to be eligible for tenant relocation ordinance. Thus, a housing unit located on a single parcel is exempt from the Ordinance.

The City of San Leandro contracts with ECHO Housing to provide San Leandro tenants and/or landlords information on their housing rights and responsibilities. The Rent Review Program offers mediation/arbitration of rent disputes between tenants and landlords. Mediation/arbitration is provided by a five-member volunteer community board appointed by the City Council. The Rent Review Board meets on the fourth Tuesday of each month, as needed.

Eligibility for a Rent Review Hearing are: a rent increase of more than 7% or at least 2 rent increases in a 12-month period for a rental unit in a parcel with at least 2 rental units. A mobile home unit rental may be eligible for a hearing, but an owner-occupied mobile home unit that rents or lease the space or pad below it is ineligible for a hearing.
The City's Housing Rehabilitation Program offers a home repair grant of up to $5,000 for needed improvements including compliance with health and safety standards. You must own your home, reside in the home as your primary residence, and meet federal low income guidelines to be eligible for the program. Eligible activities include, but are not limited to, minor home repairs, exterior and interior painting, accessibility improvements for persons with disabilities. As of July 1, 2017, the City has contracted with the nonprofit Rebuilding Together Oakland | East Bay to administer the Housing Rehabilitation Program. Rebuilding Together staff will review your application for eligibility and then contact you. The program is funded with federal Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) and funds are limited annually. Eligible applicants are typically funded on a first-come, first-serve basis, although priority may be given to applicants who face an urgent health or safety need.
The Inclusionary Housing Program was created through the City's Inclusionary Zoning Ordinance, which requires new residential development projects (including condominium conversions) to set-aside at least 15 percent of their units for moderate-, low-, and very low-income households.
A new for-sale housing development with two to six total units has the option of providing one affordable unit for moderate-income households, or pay an in-lieu fee defined in the ordinance. The in-lieu fee does not apply to rental developments.
New for-sale housing developments and condominium conversions involving less than two units and new rental housing developments with less than four units are exempt from this ordinance.
The City of San Leandro contracts with Bay Area Affordable Homeownership Alliance (BAAHA) formerly Bay Area Home Buyer Agency (BAHBA) to administer first-time homebuyer seminars, homebuyer education and counseling, and the Inclusionary Housing Ownership Program (see above).
Since the dissolution of Redevelopment in 2012, the City no longer offers a First-Time Homebuyer Loan Program.

The City’s Affordable Housing Trust Fund (“Fund”) was established to receive fees and/or monies from other sources in connection with approval of a development project. Monies deposited in the Fund must be used to increase and improve the supply of housing affordable to moderate-, low-, and very low-income households in the City. Fund monies shall be used to construct or convert a development to affordable housing or assist other governmental entities, private organizations or individuals to do so. Receipt of these funds requires the City to provide an annual report to the City Council on the status of activities undertaken with the Fund.
