MEGAN'S LAW
In 1947, California implemented the nation's first sex offender registration program to help track the whereabouts of persons convicted of specific sex crimes. Once convicted, sex offenders are required to be registered for life unless the offender is relieved of this responsibility through legal processes.
In 1997, California enacted "Megan's Law" which provides the public with photographs and descriptive information on more than 63,000 serious offenders residing in California who have been convicted of committing sex crimes and are required to register their whereabouts with local law enforcement agencies.
Megan’s Law Web Site
The State of California launched a publicly available Megan’s Law Web site in 2005 where individuals can learn of registered sex offenders in their area. The Web site is located at www.meganslaw.ca.gov.Obtaining Information by Phone
For those without Internet access, you can call 1 (900) 463-0400 to learn if a specific person is a registered sex offender. The cost is $10.00 for information on up to two individuals. To use the 900 line, you must be at least 18 years of age and you must know the following information about the person you are checking:
- name of the person, and one of the following:
- an exact address; or
- exact date of birth, or
- California driver's license, identification number or social security number.
If you only know the person's name you will need to provide a complete description of the person.
Viewing Offender List at Local Police Department
A Megan's Law CD ROM is also available for viewing by the public. The CD-ROM provides information about serious sex offenders such as registrant’s name: aliases; photograph (if available); sex; physical description, including scars, marks, and tattoos; registered sex offenses; county of residence and zip code (based on last registration). To view the CD-ROM, you must
- be at least 18 years of age to view the CD-ROM unaccompanied (minors may view the CD-ROM if they are accompanied by a parent or legal guardian);
- provide a California driver's license or identification card;
- sign a statement that you are not a registered sex offender; that you understand the purpose of the release of information is for the public to protect themselves and their children from sex offenders and that it is illegal to use the information to harass, discriminate or commit a crime against any registrant; and
- state a distinct purpose for viewing the CD-ROM.
The San Leandro Police Department provides access to the Department of Justice CD-ROM on an appointment basis for people who live or work in the city of San Leandro. Call the Criminal Investigations Division at 577-3230 for an appointment. All other persons will be referred to their local law enforcement agency.
