Board of Zoning Adjustments
The Board of Zoning Adjustments hears and decides upon applications for zoning matters, makes recommendations to the City Council on planned unit developments, considers modification of requirements and restrictions for fences, walls and hedges, and makes recommendations to the Planning Commission regarding amendments to the Zoning Code. The BZA has seven members who serve four-year terms. The BZA meets the first and third Thursdays of the month at 7:00 p.m. in City Council Chambers. Human Services Commission
The Human Services Commission (HSC) identifies social needs in the community and recommends to the City Council possible ways to meet those needs, evaluates and encourages the provision of social services in the City, assists social services agencies with fundraising, and reviews requests for City financial support to social service agencies. The HSC has nine members who serve four-year terms. The HSC meets the fourth Wednesday of the month at 7:00 p.m. in the Sister Cities Gallery at City Hall. Library-Historical Commission
The Library-Historical Commission makes recommendations to the City Council regarding policies for the use and improvement of City libraries, recommends policies and programs for preservation and restoration of important historical sites and items within the City, and serves as the liaison between the City Council, citizens, and organizations with an interest in the City's library and historical activities. The Commission is made up of seven members who serve four-year terms. The Library-Historical Commission meets the third Tuesday of the month at 7:00 p.m. in the Trustees Room at the Main Library. Personnel Relations Board
The Personnel Relations Board adopts and amends the City's Personnel Rules, provides advice regarding personnel matters upon request to City officials, approves time extensions or the abolishment of employment lists, approves and amends class specifications, and hears appeals regarding public safety service-connected disability retirements. The Board has five members who serve four-year terms. The Personnel Relations Board meets the third Thursday of the first month of each calendar quarter at 5:30 p.m. in the Human Resources Conference Room at City Hall. Planning Commission
The Planning Commission holds hearings and makes recommendations to the City Council on matters relating to the City's General Plan, zoning matters such as planned unit developments, subdivision of land, and amendments to the Zoning Code text or map, and advises the City Council on matters affecting the development of the City. The Planning Commission is made up of seven members who serve four-year terms. The Planning Commission meets the second and fourth Thursdays of the month at 7:00 p.m. in City Council Chambers. Recreation and Parks Commission

Rent Review Board
The Rent Review Board's role is to provide a forum for the hearing of rent disputes between landlords and tenants and to provide recommendations to the City Council regarding the settlement of those disputes. The Rent Review Board meets the fourth Tuesday of each month at 7:00 p.m. in the Helen Lawrence South Offices Conference Room at City Hall, Civic Center. Senior Commission
The Senior Commission advises the City Council on matters relating to the status and condition of senior citizens within the City, assesses and reports to the council on the social, health and other needs of senior citizens and recommends methods of meeting such needs. Youth Advisory Commission
The Youth Advisory Commission (YAC) serves as a bridge between the youth community and the City Council by making suggestions and providing feedback regarding issues and affecting and concerning the youth of San Leandro. The YAC also provides an opportunity for young people to learn more about the role of local government. The YAC has 21 members who serve one-year terms.
